Legislation designed to protect property rights in the Allegheny National Forest has been approved by the Pennsylvania House State Government Committee. Under House Bill 1904, the federal government would not have the power to limit the development of mineral rights within Allegheny National Forest or supersede Pennsylvania laws governing water and mineral resources. Rep. Kathy Rapp (R-Warren, Forest, & McKean) said she authored this bill to prevent the federal government from improperly regulating resources they have no right to control. The Pennsylvania House approved a $27.15 billion state budget Wednesday in Harrisburg, that cuts state spending, holds the line on taxes, and gives the state its first on-time spending plan in 8 years. Two long awaited pieces of major legislation including the Castle Doctrine and the Fair Share Act were signed into law on Tuesday by Governor Corbett. Rep. Kathy Rapp (R-Warren, Forest, & McKean) said she was particularly pleased to see the Castle Doctrine signed to ensure Pennsylvania citizens can exercise their right to protect themselves and their families from criminals, and that the lawsuit abuse reforms contained in the Fair Share Act will be good news for businesses and job creators in the state.
