WARREN — Rep. Kathy L. Rapp (R-Warren/Crawford/Forest), Republican chair of the House Health Committee, announced the committee approved a bill that would ban non-compete agreements in health care employment contracts.
House Bill 1633 now includes an amendment that excludes employers under certain conditions in sixth-, seventh- and eighth-class counties, which includes Warren, Crawford and Forest counties. House Bill 1633 now heads to the full House for consideration.
“Our rural health care providers are already facing a workforce crisis,” Rapp said. “Non-compete clauses are one of the few tools rural health systems have to ensure the high investments they make in their staff won’t be wasted. I understand the intent behind this bill is to ensure doctors aren’t forced to uproot their families in more urban areas where there are plenty of health systems to choose from. However, in rural Pennsylvania, this is simply not the case.”
The Health Committee also approved two other bills and four resolutions for consideration by the full House.
House Bill 2084 would define and create a license for “virtual manufacturers” who distribute prescription drugs with a principal place of business in the Commonwealth, but never take physical possession of any controlled substance in the Commonwealth.
Senate Bill 668 would create a training program for nurse aides in long-term care facilities to become certified in medication administration.
House Resolution 312 would recognize the week of May 5-11 as "Tardive Dyskinesia Awareness Week" in Pennsylvania.
House Resolution 325 would recognize the month of March 2024 as “National Athletic Training Month” in Pennsylvania.
House Resolution 341 would recognize May 17 as "Necrotizing Enterocolitis (NEC) Day" in Pennsylvania.
House Resolution 349 would recognize the month of April 2024 as "Retinal Blindness Awareness Month" in Pennsylvania.
