Rapp Announces Nearly $3.2 Million PENNVEST Loan to North Warren

YOUNGSVILLE — Rep. Kathy L. Rapp (R-Warren/Crawford/Forest) today announced the Pennsylvania Infrastructure Investment Authority (PENNVEST) has approved Youngsville Borough’s request for a low-interest loan of $2.19 million to fund a key infrastructure project.

The work includes repairs to two existing 200,000-gallon water storage reservoirs. Masonry repairs will be performed within the interiors and exteriors of the structures. A National Sanitation Foundation-approved interior coating will be installed to seal hairline cracks in the existing cement lining and extend the useful life of the reservoirs. Footer drains will be installed to manage stormwater runoff. Finally, new roofs will be installed on the existing structures.

“These repairs are incredibly important, and not the kind of work you’d want to wait to complete,” Rapp said. “This PENNVEST loan will give Youngsville officials the funds they need now to make sure these reservoirs continue to hold the water the community needs.”

PENNVEST funding comes from a combination of state funds approved by voters, federal grants from the U.S. Environmental Protection Agency and recycled loan repayments from previous PENNVEST funding awards. Funds for the projects are disbursed after bills for work are paid and receipts are submitted to PENNVEST.
