Rapp: Health Committee Approves Three Bills, Four Resolutions

HARRISBURG — Rep. Kathy L. Rapp (R-Warren/Crawford/Forest), Republican chair of the House Health Committee, announced the committee approved three bills and four resolutions, sending them to the full House for consideration.
House Resolution 528, sponsored by Rep. Jill Cooper (R-Westmoreland), would direct the Joint State Government Commission to conduct a study of PANS and PANDAS, which are rare, inflammation-driven autoimmune conditions that cause a sudden, severe onset of obsessive-compulsive disorder (OCD), tics, anxiety and dramatic changes in personality or behavior.
“Diagnosing PANS and PANDAS can be challenging since the exact causes are unclear,” Rapp said. “The more we can learn about PANS and PANDAS, the better we can be prepared to discuss how to address it going forward. The inclusion of both state and national experts can provide a thorough overview of what other states have done, what has worked and what has not, as well as gaps in care within the Commonwealth.”
This legislation joins three bills also approved by the committee.
House Bill 2378 would amend the Elderly Immunization Act to lower the age at which a patient is offered a pneumococcal or influenza vaccine. In addition, the respiratory syncytial virus (RSV) vaccine would be offered to patients 75 or older, which currently isn’t included in the Elderly Immunization Act.
“This bill would not require a patient to get a vaccine but rather require a practitioner to offer specific vaccines when a patient reaches a certain age,” Rapp said. “I do not believe that individuals should be forced to get a vaccine, so I am glad to see that this bill does not do that. It is important for the decision to remain with the patient in consultation with their health care practitioner.”
House Bill 2614 would ban DEHP in IV bags and tubing. DHEP is a toxic chemical additive that leaches into medications and blood products.
House Bill 2621 would establish the Pregnancy Risk Assessment Monitoring System (PRAMS) within the Department of Health.
