Rapp Reminds Homeowners of State Assistance to Improve Home Energy Efficiency
State Rep. Kathy Rapp (R-Warren/Forest/McKean) is encouraging local residents to visit her Web site RepRapp.com for the latest information on a state program that facilitates energy-efficient, home improvement upgrades.
The Keystone HELP Energy Efficiency Loan and Rebate Program provides homeowners with unsecured and secured loans ranging from $1,000 to as much as $35,000. Certain qualifying upgrades are also eligible for rebates of up to $250 or $500.
Improvements must be completed by an approved contractor. The type of eligible improvements varies based upon the type of loan or rebate being requested and can include:
  • Energy Star-rated electric, gas and oil heating systems (78% AFUE or Annual Fuel Utilization Efficiency Rating is required for systems that are not Energy Star certified).
  • Energy Star certified central air conditioning systems.
  • Energy Star-rated windows and doors.
  • Geothermal and other alternative energy heating and cooling systems that have an Energy Star rating. Solar energy systems are not eligible.
  • Energy Star certified water heaters, programmable thermostats, and ceiling fans.
Homeowners must have satisfactory credit, must be able to repay the balance within the term of the loan and must not have a combined income of more than $150,000 to be eligible.
For more information, to apply for a Keystone HELP loan or for a complete list of eligible improvements, individuals may visit RepRapp.com or call toll-free at 1-888-232-3477.
